The people that would know how to unlock the powers, my view, are the Kohenim, the Priests who were assigned to care for it.
Perhaps you need the Kebra Naghast again, it states clearly that the whole land has to be committed to God and His Law- which the Ark symbolizes- and the Blessings would come forth, not from the Ark, but from the God who made it.
It also warns that if we turned aside from these laws, then the very same afflications that have befallen Africa would be unleashed- slavery, poverty despite an abundance of human and material resources, disease, war etc. REad also Deuteronomy 28 and tell me what you think- is this not clear prophecy or what?
I am no expert on the Ark, I am no Kohen. But the sect I belong to in Zimbabwe venerates the Ark, with many parts of the liturgy devoted to it. I have never seen the representation of it, I would not dare!!
It is not the Ark itself, but what it represents.
