This is Ras Nathaniel, and I have been working with the Western Hemisphere African Diaspora Network (WHADN), which the AU designated to coordinate its 6th Region, as Director of its 2006 Education Campaign.
It is incorrect to say or think that there will automatically be AU citizenship granted to the African Diaspora, or that there will be issued some sort of identity card. To obtain such things is going to be a process, and there are some in the AU who are even fighting it.
Before any kind of AU citizenship is seriously considered and implemented, the African Diaspora must first accept the invitation to select 20 delegates to take seats in the AU's Economic, Social and Cultural Council (ECOSOCC) by mid 2007. WHADN is currently assiting organizations interested in being involved in the process.
