I believe that this can happen. I sight that Nature "is angry" as the indigenous would say. However, there will be much loss of life amongst Afrikans as well because we too have bought into this chase for technology and material possessions and will not heed the signs to flee and head for higher grounds.
We have been conditioned to grasp civilization to such an extent that we would not have a clue how to exist upon the provisions of Earth. We are not even talking agriculture. We are talking about not even being in a position to be effective hunter-gatherers.
One thing that so-called "dumb" animals did during the great tsunami was head for the high ground. If there were so dumb how did they know to flee.
We have been so tricked into the slavemasters' reverse psychology of being unworthy and inadequate that we have dedicated our entire lives and our childrens' entire lives to competing and measuring up to others' social standards that we have ignored our sensitivities to Nature. Nature's importance has been de-emphasized via the mindset that technology can OVERCOME nature.
We worship technology as God. We "know" that the computer is right but only have "faith" in the Creator and in the cohesiveness and communion of Creations with the Creator (Ma'at).
Hurricane Katrina simply showed us that New Orleans is an defiance of Nature just by its location BELOW sea level. Below sea level (which is rising, as you said) means that the particular area should belong to the ocean. The ocean was simply showing us that that area belongs to it.
Hurricane Katrina also showed how we are so detached from Nature, even in a position of the worst poverty, detached from nature AND detached from the benefits of civilization...True nomads, separated from the Motherland and the conquered land.
There are many wake-up alarms but we continue to hit the snooze button.
