That's putting it way too lightly.

Not only is Colin Powell partly but also directly responsible for all the Iraqis, Americans and others who have been killed or wounded as a result of the illegal war on Iraq, but he is also partly and directly responsible for the thousands who died in New Orleans as a result of diverting funds and personnel to Iraq.
