Several things...
How much RAM memory is in your system and what is the speed of your Internet access. Often the problem is too little memory.
What type of computer you use?
When last you defragmented? Check that also.

I am no expert in this but that is what I usually check. Maybe others will help.

Ayinde was accurate with his suggestions.  Additionally if you have a dial-up account ask your isp if they have a proxy server for you to use.  Allow the proxy to fetch your web pages fast and you access the proxy this will speed up thing assuming that the proxy is on the same network as you.

YOU <--slow--> [PROXY] <--------fast --------> [INTERNET]

Based on topology you wont have to access long distances or cross alot of routing paths the proxy will do that for you across a faster connection.  Beware: using someone elses proxy exposes where you surf easier than just connection to the net.

Computer speed is based primarily on:
RAM
CPU speed

Defrag helps because it makes your disk is a cohesive block and the cpu isnt forced to read the entire harddrive to find data.

hope this helps.
